Court papers shed light on probe of Berks siblings' deaths

UPDATE: Family dog ‘given away’ after 2 children die with dog leash line around their necks [Police]

The children lived in the home with their mother, Lisa Snyder, and their 17-year-old brother. CBS Philly previously reported that the children’s father was not in their lives.

A panel of experts will soon be delving into the case, which is a state requirement under “Act 33” in Pennsylvania, for children who pass away or nearly pass away. Act 33 is utilized when there is suspected child abuse or neglect, according to the Pennsylvania General Assembly.

Berks County District Attorney John T. Adams said that although the panel is a “tool in our toolbox,” there is still a lot of evidence to go through.

Mom blames bullying after hanged children die, but police still want their dog: Latest on tragic Pa. case
Sept. 23: A 4-year-old girl and an 8-year-old boy were found unconscious in an Albany Township, Berks County, home around 4:30 p.m., according to state police. The children were flown to Lehigh Valley Hospital. They lived in the home with their mother and an older sibling, 17.

Sept. 26: The children, Conner Snyder, 8, and Brinley Snyder, 4, died. Days later, autopsy results were called inconclusive, and the Lehigh County coroner’s office said more forensic testing is needed to determine the cause and manner of their deaths.

Oct. 5: The children’s family had received services from Children and Youth Services, according to a child advocate. The Department of Human Services did not explain what services exactly were provided. Their deaths will be studied by panels charged with reviewing cases of child deaths or near deaths, the Reading Eagle reported.

Oct. 7: State police release more information about the children’s deaths. Their mother reported finding her children Sept. 23 in the basement of their Berks County home, hanging from rafters by a cord sometimes reported to be a dog leash near overturned chairs.

Oct. 8: Investigators are looking for clues in a video game console and other electronics, and they are hoping to find a dog that used to belong to the children’s mother, the (Allentown) Morning Call reports. The dog, they say, was given away. “Determining the dog’s actual weight and size utilizing a scale will assist in the criminal investigation,” a warrant states.

Oct. 10: Police have served five warrants on the home, according to the Morning Call, during which they recovered the mother’s three cell phones. The dog still has not been found.

Oct. 12: Loved ones recognized Conner Snyder’s 9th birthday with a gathering and balloon release, the Morning Call reported. The children were organ donors, the paper said.

Oct. 16: The boy’s school is mourning his loss, the Reading Eagle reports. Kutztown School District Superintendent Christian Temchatin told the paper that “Conner was a beloved member of the Greenwich Elementary School family who enjoyed his peers and teachers. He is dearly missed and is fondly remembered for the smile he brought to all who knew him.”

Oct. 16: Details from the mother’s 911 call are released. Lisa Snyder told a dispatcher that her 8-year-old son was bullied and had “made threats of doing this, but didn’t want to go alone.” The mother of the children said this week, “At this point, I am not ready to make any public comments.” After her children died on Sept. 26, she changed her Facebook profile with a photo and the saying, “Words scar, rumors destroy, bullies kill.”

I googled because I couldn’t picture what this meant. I think this is probably pretty accurate although size/length may vary.

Court papers shed light on probe of Berks siblings' deaths

Oct 7, 2019

[...]

The documents are applications for four separate search warrants and their respective affidavits of probable cause related to the deaths of 8-year-old Conner Snyder and his 4-year-old sister, Brinley, both of whom were found unresponsive inside their home in the 2400 block of Route 143 in Albany Township on the afternoon of September 23.

The court documents reveal that Lisa R. Snyder reported finding her children in the basement, hanging approximately three feet apart from each end of a plastic-coated wire that had been wrapped around the basement's main support beam. Alongside the children, police said they found two wooden dining room chairs that had been knocked over.

[...]

In their application for one of the search warrants, police said they were seeking a husky pit bull mix, weighing approximately 50 pounds, that the mother told them used to be tied outside the home with a plastic-coated wire.

"By determining the dogs (sic) actual weight and sized (sic) utilizing a scale will assist in the criminal investigation," Pennsylvania State Police Trooper Ian Keck said in the warrant application. "All of this is important to the criminal investigation and reconstruction of the events surrounding this incident."

[...]

The other warrants sought trace evidence, including fingerprints and DNA; and electronic communication devices, including computers, tablets, and cell phones.

"This will assist the investigation by potentially establishing a link between the perpetrator and VICTIMS and the crime scene, and reconstructing the events surrounding this incident," Keck said in one of the warrant applications.

3 phones.
2 kids.
1 boyfriend perhaps???

Were these two little ones an inconvenience? Trying to think of motive.
I’ve thrown that theory out there myself, as that’s what Diane Downs did.

We know so little at this point, that motive is completely up in the air.

Financial, attention, inconvenience; just to name a few.

To get back at the father who was no longer in their life? The father was obviously around multiple times to father the 17, 8 and 5 year old.
It doesn’t seem like he was a presence in their lives, so killing the kids for that purpose doesn’t seem to be an effective revenge strategy.

who made the decision to remove them from life support?

Normally that decision is made by the guardian/guardians after thorough brain testing was completed showing no brain activity (brain death). In this case, likely mom and dad (i haven't seen info on dad) or whoever had custody.

Prereqs before anything else is done:
- Establish irreversible and proximate cause of coma.
- Achieve normal systolic blood pressure.
- Perform 2 neuro evals as outlined below.

Neuro eval consists of:
- Coma (must lack all evidence of tesponsiveness).
- No brainstem reflexes (this is lengthy test).
- Apnea test.

Confirmatory tests may include:
- Cerebral angiography.
- Electroencephalography.
- Transcranial Doppler Ultrasonography.
- Cerebral scintigraphy.

This usually takes a few days and is never rushed (at least in the hospital I work at). The Neurologist and Intensive Care Doc will have several conversations with family etc, including discussion of prognosis, throughout this process. 3 days as in case of C and B is realistic.

The more I read and think, the less i believe that this is suicide by C and C taking B with him... There just is no way....

the dog Dragging them shouldn't be an issue the rope was up over the rafters in the basement the dog didn't do that...

Well, in my illustration of the hanging facilitated by slapping the flank of the horse and yelling "Hi-yah!" at it to scare it; the horse doesn't arrange their lead being tied up to the gallows either. The human on the ground arranges the lead up high so that it can be involved in the hanging; and then startles the horse so the horse runs forward. I agree it's an elaborate plot and probably not likely; but I'm having difficulty figuring out logically why the police care about the dog and how much the dog weighs.

If the 17 year old is a senior in high school he could have been home as early as 10 AM depending on his high school schedule. My kids high school lets half day students out as early as after 2nd period... also some seniors dont go to school everyday if the school has a block schedule.
Big brother was working, when this happened the only person in the home was mom. So, I don't think it really matters what time he got out of school that day.

I'm still feeling more like its the mom than the brother.... I'd be curious to see what the relationship is like between the mom and brother right now... how they are interacting with each other... If it's the mom i'm sure the brother knows or suspects it...
Probably not very good. The boy isn't living with her anymore.

Oops, sorry, oviedo... I didn't realize that you already answered question. You are completely right... guardian/parent is decisionmaker.
Your answer was so much better - sad all the way around

No POI named so can’t discuss potential motive ...yet

I'm wondering whether they're checking to see it is still alive or shows evidence of abuse? Just pretending they're checking it for weight?
I don't know that they can actually do something quite so outrageous but I suppose anything is possible?

Most reports that I saw said that police were interested in weighing the dog... This doesnt make sense to me there is something with that that is not clicking in my brain. I'm not sure how the weight of the dog affects the outcome of this case, other than possibly how much wear there was on the lead that was used?

Could be just crossing all the Ts and dotting all the Is in case they would need that information in a future trial for some reason....? Ya don't know what ya don't know kind of thing?
