The problem is, Joran wasn't charged with anything regarding Natalie.
We don't know that is a requirement in Peru to have the judge hear a victims statement. Beth may very well be able to go in front of the judge and say this is the anniversary of the day my daughter disappeared and this man is the last man seen with her, since then he has been contacting me offering to sell me the information of her whereabouts.
It is then up to the judge whether he finds it credible, relevant, and then he can pick where the sentence will fall in a predetermined range.
This is not the USA, while Aruba can't ask Peru to hear anything about the case, the judge just might choose to hear Beth whether he factors the info in or not.
