From the article:

The children thought he was dead and held memorial services for him for about 15 years.

That was until one Sunday evening in August the old man was left in front of the house by a car. Neighbors say the man was confused, that he no longer knew exactly what the gate was. And for them it was something strange to know that Vasile Gorgos was most likely dead after being missing for 30 years.

Gorgos’ daughter-in-law turned white when she saw him at the gate. She told her husband that her father had come home, believing at first it was a bad joke. Surprisingly, the old man seemed very well looked after, but when asked where he was he replied that he was home.

Most likely Vasile Gorgos suffers from a neurological disease because he does not remember where he was and does not remember his children very well. However, he remembers the events that happened before his disappearance.

In the old man’s pockets he found a ticket for that day’s train on the Ploiești – Bacău route, but also an identity card with the address of the Buhoci municipality. It is very likely that someone picked it up and took it home to the address in the bulletin.

wow this is so strange
I hope he was taken care of but it seems not if he was still in the same clothes

Wearing the same clothes that look to still be in good shape instead of rags, Eastern European country, perhaps he was imprisoned and just released because of his age and loss of memory. Back when he disappeared, prison officials would take and keep what you came in with and you were given your things back when released. His clothes would still look okay if they'd been stored away for 30 years. Just a guess.

''Vasile Gorgos, now 95, a cattle farmer and trader from a small village in eastern Romania, left his house in 1991, to go on a short business excursion, which was a regular occurrence.

He had bought and paid for a return train ticket in advance, but when he didn't return, his family became increasingly worried and notified the local police. ''

''Several chilling details about the cattle farmer's mysterious disappearance remain unsolved and the family are still looking for answers.

Those close to him claim a car suddenly pulled up outside of their home, from which a confused Vasile emerged, wearing the same thing he had been wearing the day he left home in 1991.''

''His ID also remained in his pocket, as did the single train ticket valid for the Bacău-Ploieşti line, which he'd taken the day he disappeared.

According to YouTube documentary Cold Case Detective, Vasile underwent a medical examination where doctors concluded that he was in remarkably good shape.''

''Another plausible theory is that Vasile might have dissociative personality disorder.''
