Problem child or not, she adopted him. That means legally she is his parent, so child support should be enforced. How they can do that from Russia, IDK. But for all intents and purposes she became his parent whether she likes it or not.
I don't understand sending the child back. I don't know how she could even adopt if she is so unstable as to do something as such. I do know that other countries have less strict adoption rules, and even in this country they are not so hard.
I really don't like what I do find out about a lot, not all, of adopted children. It seems a lot are mistreated, and I suspect it is couples that think of children as objects they have to have to be in good standing in their small minded ways. I have seen it, even here at work.
A friend told me she watched a show this weekend about a family that adopted 11 Haitian children. They did not have enough space or beds for them. It was a mess. Unfortunately the mother grew very ill too. The community is now funding a home make over for that family. How the heck and why do you adopt 11 children when you can't house them or afford them? I know the children are better off here than Haiti, but my God, think about it first!
