A few highlights from the HEAVILY redacted docs. (boo!)
TK appears to have sent RT smalls sums of money, I don't know if this was a regular occurrence, but a few were not withdrawn in a timely manner and he wrote to complain about it. $45 and $50 withdrawls.
He subscribed to Stuff for Men and Maxim magazine and was not pleased when they were not given to him (in particular, a Maxin was held because it had a homebrew article in it and he was pretty cocky about not receiving it.)
He didn't think it was fair that he didn't receive his custom made knives catalog. Seriously.
His classification left him open to being moved to the 'honor tents' for workers and he was strongly opposed to that.
He tried to have his classification changed, it was denied due to scoring as a predator.
He was concerned that if he was made to serve his full sentence, that by the time he got out his mother (I am assuming, the name/relationship was redacted) would be dead, and he would be left in a scary world with no real life skills.
He really hates it when he gets holey socks.
Lots of interesting info in these docs, but you can tell that the bulk of the 'good' stuff has been redacted.

No problem! I'm actively working to get the overzealous redactions removed and will update you when I know more. It may take a while and could possibly take litigation so be patient. Feel free to reach out to me if you have any questions regarding the case/story. I'm planning to follow this case for a while. If you are curious as to why they redacted here is what I got from AZDOC:
"They have been redacted to remove personal identifying information such as home addresses, telephone numbers, as well as Social Security and Employee Identification numbers. The records have also been redacted to remove information that if released could endanger the life or safety of a person."
Also if you have any questions on how to submit your own records requests feel free to ask. The more people requesting records the better.

So here is the Tempe PD police report and his juvenile court records. Just know that the victim's name is in this document. We did not run the victim's name in our stories as we do not name victims. The victim asked me that I keep her out of the coverage so please respect her privacy, however, the document is public record. This also contains a psychological report which I wrote about in my previous reporting.

I have been working on my taxes, but I am starting to try to read a little bit of this tonight. I am going to post some things that stand out to me, but it is all just my opinion. I do have a Master's degree in counseling and worked in mental health for 16 years, but I am not verified. Its just stuff that sticks out to me, is all. (Thanks to J for posting the docs!!)

p.55- an inmate reported that Todd tried to grab a screwdriver when they were horseplaying. Todd said he doesnt remember horseplaying with anyone and acts like he knows nothing about it. I am going to guess that this is a theme we will see over and over. People actually noticing something really wrong with him and he always acts like he has no idea why people would say something like that about him. Now knowing his history of killing multiple people, I 100% believe that account. The urge to kill was there when he raped and kidnapped the neighbor. HE says they were talking about an inmate that passed away. I think they should re-look at that inmate's death! The fact that HE brought this up when being confronted with trying to grab a screwdriver is telling, to me. I hope that inmate's death was very clear. I bet the family either buys it or was always suspicious of the account of what happened. They would be a huge source of info to what happened. Him getting out and killing 4 people 2 years later---- he had some serious things going on in his head (at least) while he was locked up.

He says "You have my file, I think I deserve more credit than this".... wait---- your file that says you're in jail for 14 years because you kidnapped and raped your young neighbor at knife point should get you credit? Yet again, he's so perfect and is just being done wrong. I think the fact that his letters are slanted to the right, but almost all of them have a sharp curve to the right is interesting. I don't know anything about handwriting analysis, but I am betting it is not common and means something big! LOL!!!
p12- (May 2001) in reference to his missing Maxim magazine, he says "Please do whatever reviewing that seems to be so important and forward my Maxim. I would appreciate it if this did not present a problem in the future....." He's getting awfully bold with them, being that he is only a few months from release! Most inmates at this point would be careful not to rock any boats, I would guess.
p19 refers to a case True vs. Department of Corrections that he was thinking would immediately release him. I cannot find the case, but I am curious what it dealt with. If anyone can find it, I would love it!
p35- He needs something done about only having 1 usable pair of socks, yet he rationalizes and is ok with kidnapping, raping, killing, and chaining up human beings in boxes. I know this is common, especially in people diagnosed with Borderline Personality Disorder, but it is always unreal to me. The expectations of how they should be treated versus the way they treat other people.
p48- they redact everything but leave Mama Kohlhepps name?
