I found several mugshots from 1994-1999. The most recent one I could find was from early September, 1999. So I assume the date last seen can't be August 1, 1999. Namus gives the date last seen as October 12, 1999. Not sure, maybe he was transient since his MP profiles only state Utah as the place last seen.

A very handsome, distinctive looking man though, I hope he is still alive and somewhere out there.

He was my cousin's boyfriend for years. We were close back in the day's. We went hiking on many occasions in Moab gods country. They had just had moved into an apartment in midvale. Something bad happened to me at that apartment. Not by Toby or my cousin. But someone who lived at the apartment complex. I put the guys in prison of what happened to me clean cut case. They started having relationship issues and she moved out of the apartment. I ran into him a couple years later at the old cottonwood mall this would have been in 1998. My daughter was just born. Toby was a mellow happy guy. He had a very good relationship with his mom. It's not like him to not call her. I am surprised they didn't put Hawaii on the list, he had lived in Hawaii on the beach for a while. And he always talked about going back."

If he went back to Hawaii though, I wonder why he didn't get in touch with his mom and told his family about his whereabouts...? Another possible scenario... Toby went to Hawaii and intended to come back to Utah, or at least planned on contacting his family at some point, but then something happened that prevented him from doing so (accident, foul play, mental illness etc.).

Just speculating here of course.

Noticed that this john doe from the Fort Myers Eight looks very similar. Reconstruction looks slightly older and the age estimate is older as well but the timeline fits
