On Monday, deputies got a tip to do a welfare check for Oakley by a concerned citizen.
When deputies went to the home, they say her parents couldn’t reasonably explain where she was.
Deputies, troopers and the FBI have been searching the 300-acre property where neighbors saw cadaver dogs.
Deputies say on Thursday divers will be searching a flooded area on the property.
“We’re really concerned for her safety and her well-being and we just don’t know what that is at this point,” said Grays Harbor County Undersheriff Brad Johansson.
Bowers has a criminal history involving felony convictions for drugs and theft.
Neighbors say they called 911 many times after the couple had explosive fights.
The foster parents say they alerted the Washington State Department of Children, Youth and Families concerned about Oakley and her three siblings, with no luck.
