You do not have to have another form of ID to obtain a duplicate DL or ID...OMV has every DL/ID recipient's latest photo on computer and can pull it up in a matter of seconds using the name (and DOB if needed). I used to work for the OMV ;)

I would bet that they did and LE just hasn't commented on it...LE had their eyes on him for some time, but for how long? We don't have that info yet.
