If it's rootless hair, extracting DNA from rootless hair is more difficult and time consuming. The technology is fairly new as well.and not just any forensic lab can do it.

No they will not release all information. We have a cold case here of a 21 yr old woman who was finally identified by the DNA Doe project. She was murdered in 1984 and still unsolved. Law Enforcement still holds back information for various reasons.
