It is possible. I haven't seen samples of his writing. You mentioned he has decent grammar and so on? In my opinion good self expression through writing is a more reliable indicator that someone is of average or above average intelligence.

We are talking about a fairly long period of time. I think he may well have either contracted to Rio Tinto and/or BHP through Telstra, but before that he may well have been a common variety Telstra man, just working for Telstra and driving around Perth.

Much more likely. Like I said above, lots of people call themselves engineers when they have no qualifications whatsoever. BE has no UWA qualification as verified above. If he has one from elsewhere it is yet to be seen, but it seems unlikely.
