I have seen it before. I do think she's laying on a rug/carpet. I've got her lumped in with the girl in a yellow shirt with the young blonde haired girl, but I'm not at all certain that it's the same woman in both sets of pictures.
I'm always hesitant to ascribe things in the photos to injuries. So many things could just be bad lighting, poor exposure or developing. The petichiae may be nothing more than bloodshot eyes.

I brought up on Google maps the route between Salem and Portland and it crosses right over the Willamette River south of Wilsonville and passes beside it in Salem. Since his car is missing as well as him, I think it's very possible he went in the river.
