I like to have faith that the Police are professionals and know what they're doing. There's probably a reason why it took them so long to release this sketch: much careful consideration.

LE explains it clearly in the press conference. They wanted a hat, but didn't want the hat to distract from the face. The full hat would make the hat the focus. This is what was said in the PC.
Looks like a standard news shot to me, panning with people walking then landing on the sign at the end. Probably just one of many cutaway and coverage shots. Nothing strange about it except the fact that he's there and appears to be very conscious of the camera IMO.
I'm so glad Allison is ok. Life can be a hard road and we all have our problems. Whatever is happening in her life, I hope she can work it out and wish her only the best. She's obviously a person that has great potential. So happy she's safe.
You're actually looking at a video still of the photo on the guy's computer monitor. He makes youtube videos and sometimes shoots his screen to show pictures, so you can see all kinds of reflections.

I'm guessing the phone recorded with highly compressed signal. I'm skeptical the video's audio would even record much beyond what you see.
But then who knows what app is used and if it uses its own specs for recording (which I'm guessing most app's do for performance reasons) even if the phone...
I think that is definitely possible. I've seen that happen in the past due to encoding errors or motion blur.
Did you see Websight's work on this area? I think this was the frame where it looked like the face was distorted (probably due to rolling shutter, where separate areas of the frame are...
I'm not absolutely sure, but I think what we're seeing is low colour resolution pushed to the limit. There are a limited amount of colour shades in this image (compression!) and pushing the contrast like this is making it more obvious by stretching these shades to their extremes. Also, video...
