Clearly Oscar didn't want this evaluation. It is certainly quite undesirable to spent so much time in a South African state owed mental facility. Of course the evaluation could still actually help Roux's case. But Nel had his own advisor's who has been evaluating Oscar throughout the trail...

Throughout the trail Nel has had his own psychologists who have been evaluating Oscar. I think Nel would have gathered the opinions and the advice about Oscar from his own psychologist before suggesting that Oscar should go for this evaluation.
