This is local-ish to me. Arvin is primarily agriculture, and a lot of the work is seasonal. The current population is 93% Hispanic. Those facts, combined with the religious medallion (usually worn by Catholics) make me think about there's an excellent possibility that this girl was a migrant...
I don't know if this has been mentioned, but a vertical cesarean scar would make me strongly consider that it was performed in Mexico. I previously worked in OB, and even to this day, most women who have had a previous cesarean in Mexico have a vertical scar.

Mom of elementary students here - Brayden and Rylee are not unique names, they're a dime a dozen amongst the elementary school crowd. I think it would be difficult to narrow down just based on those names.
