I'm assuming that if Roy's father was Hans Raj Soni, he would look mixed race or biracial. As far as I know, William was Caucasian and so I would assume it would be easy to rule out William as Roy's father just by looking at him.

From this list here http://hosted.law.wisc.edu/wordpress/sharafi/files/2010/07/Lincolns-Inn-6.0.pdf it would seem that he was born in Wachhowala, Lahore, India. I believe he returned there in 1932 without intending to return to England.
Okay, another post... I confirmed that Hans Raj Soni graduated with both his Masters and Doctorate degree at the London School of Economics (part of the University of London).
MSc in Economics, 1925, dissertation title "Basic Indian industries".
DSc (Doctor of Science) in Economics, 1933...
I spent a day reading this entire thread and had to join up to add some information I found that may or may not be of help.
