To give you a little more perspective from a person living in rural USA, I wanted to add that when I see someone carrying, even though it is legal and not unheard of, it raises my alarm bells a little, and I definitely take note.
That would be ideal, and is probably what happens most of the time, but it is not always what happens. It is unfortunate that the woman didn't report her son. I was just trying to put myself in her shoes to understand why she didn't.
