You use a website like this one: http://www.tineye.com I've tried it before but I've never been successful so I don't know if I'm doing it right. It will only hit on an exact match of a photo. So it won't make a match unless the image is exactly the same - it doesn't recognize...

I agree. The urgency with which ICE is promoting this (front page of their website) leads me to think there's a child in a dangerous situation and they are trying to identify him/her. I think the young man is not the person at risk but someone who can identify the child.

I noticed that too. On one of the ICE info sheets, they call him "John Doe". That was the only reference to sex that I saw.

I learned about reverse image search from watching the MTV show Catfish. That's one of their go to websleuthing moves. Those photos look like screen shots that investigators extracted from a web chat or Skype.
