Most States and Provinces need that companies apply for an Air Quality Permit for using Incinerators. Even PEI has it http://www.gov.pe.ca/environment/air-quality-permit, but not Ontario. In fact, Ontario recommends using them for burning grass and wooden debris safely...

I am beginning to think that the GPS was in fact the main deterrent, because depending on the type, it could be reverse tracked when stolen. Size of the guy may not have mattered.
