So, wait, the best way to provide safety to the agent holding his arm in the vehicle was to shoot into said vehicle? Making the vehicle move uncontrollably because dead/dying people are notoriously bad at controlling anything, AND putting the agent in question at risk of a direct hit or a ricochet?
Shooting a driver of a moving car is strictly against procedures of the LE. Also, from the photographs you can see the car was not moving towards the agent, rather the opposite. So if dude's first reaction for a driver switching his car into drive is shoot'em in the head, he has no business...
Portland Avenue might be one way, but Renee's car in that moment was not across the street. It's glaringly visible in that photo I posted.

Let's say it aloud: even if Renee Good was blocking the street, shooting her in the face still would not be an appropriate response from ICE.
It is perfectly clear she was not a threat to anyone, so what she was doing in that street is irrelevant.
