I was trying to hang on to the positive about the rain water moving something "loose" in the case, but then after watching the news and seeing how many cars are being left roadside due to flash flooding... I feel like that's going to complicate matters.
I don't want to make any blanket statements, but I'm not sure the motels in our area list vehicles when a guest registers. I have had my share of "staycations" and I've never had anyone ask about my vehicle.
I am assuming then that the victim had some sort of make-up on when found? I wonder if they were to release a photo of just her eye area (eyebrows and eye only) if someone would recognize her style. Might be a reach, just thinking aloud.
