I read the mom's quote a bit differently - not that she was particularly reluctant to let them go, but just that she was not the one who wanted them to go. There doesn't seem to be any reason she would have been reluctant to allow it; from what I've read, they don't mention anything the girls...

I would assume they were fishing, swimming, or hiking instead of boating, perhaps mostly just hanging around. The reservoir is part of a state park, and the (current) web site lists picnic pavilions, beach access, swimming, and hiking as some of the amenities. So, I don't think it would be...

On the Alaska's Missing Facebook page, they say he told his sister as he left the house that he was going to play on the beach, meaning a sandy area near their house. That makes more sense to me than him being on foot 11 miles away from home and headed to a friend's house. Maybe they mixed up...
