While there is a lot of blame to be pointed at Durham and York back then, it's worth noting that these police forces didn't even have homicide departments back then. It's why they treated it as a missing person's case and partially explains why evidence wasn't protected at the home etc.
Still baffling that police didn't know about or follow up on that phone call JJ had with HH. The York and Durham investigations were bad, but I can't imagine the Toronto cold case squad would not have looked into that if they knew about it, even 30 years later.
