I don't know about other states, but in NJ you were able to renew your license by mail prior to 9/11. Even after 9/11, I used the same photo twice (they ask if you wanted to take a new one), but that has since changed and you need a new photo each time now.

Even if the uncle's DNA was a match, short of a confession or eyewitness coming forward, LE would have had a hell of a time with this case. It's too bad that now the family is unlikely to get a definitive answer to what happened to her.

The story in the comments is really interesting, I only wish that instead of "(name redacted)" the commenter would have used initials or something else. There are so many instances of "(name redacted)" that it's really hard to follow which "(name redacted)" is which.
