I doubt it, from the photos it looks like a super cheap Spirit Halloween-bought costume. I wouldn’t be surprised if this case is tied to an early Halloween party in some capacity.
Casey Jane Watts has an uncannily similar jawline, nose, and mouth shape to the doe. I am very, very surprised she isn't ruled out yet, despite the distance.

Though it’s based entirely on circumstantial evidence, I think it’s also important to consider that this doe could be LBGTQ+. The age ranged proposed definitely is a time of figuring that aspect out of one’s identity.
I would bet that the shirt he was found in was this one, which was manufactured out of Honduras and from a brand called Delta Apparel, which is a wholesale blank T-shirt manufacturing company with distribution centers in the US and Puerto Rico.
