Anyone read anything more about the message that was branded onto her? That should be the focus here in determining the motive and who did it.

It was a message not just a random number. It had to be something specific enough for it to interpreted as a message as branding "I like turtles" on her would not be described as a message.

The Branding holds the key to the case.

The thing that stands out to me is the branding, which the husband said was not on her face on 20/20 so I'm assuming it was on her arm. LE and the husband has said it was a "message" and not necessarily a marking like you see on cows or on Holocaust survivors. They have not said what the message...
