Looks like a girl behind tobe (looking down so you only see her hair which is in a bun) and a guy in a hat behind her. Her hair is covering his face.

That is the type if jacket I always thought bg looked like he was wearing. It is a typical style of jacket from around here. And yes that is the sheriff pictured. I 100% don't think he is involved.

What if it isn't a capacity issue? Just like a dead spot. For example there are placed my calls drops every single time. Not saying that is the case out at the bridge location. But we have spots like that around here.
