Someone please refresh my memory, there was some sort of lab snafu or mixup/mishandling back in the day re: the DNA and how it linked both cases. Anyone recall what it was?

His 1996 booking photo compared to 1990 sketch- not very close IMO, although the height and age were on the money (6ft late 20s)

So they have had DNA in the case for years. This guy has also been in prison so I am assuming he has DNA on file in the system. What took so long to nab this guy?
