If her phone didn't hold a charge she probably had a charger in her car. Maybe it was dead or almost dead when she got there, so she left it in the car to charge. The photo would have had to be taken either right when she got there before her phone finally died, or when she came back to her car...
If Susan found out what Josh was into and that was his motive for murder, to hide his secrets, then all that stuff on the computers may have been withheld as evidence in Susan's case. Not sure of the legalities though, and if that would legally preclude WVPD from making the evidence available.

The part about "mom and dad getting out of the car and mom disappeared" could have been info fed to the kids by Josh. As someone else said, they were probably in car seats, it was dark, etc. They may not have seen if she walked or not. And yeah, if she was in the trunk she was "sleeping"...
