Just a guess, but I think LE doesn't want people out looking for her or investigating on their own. I think they just want information from people who may have seen her, heard rumors, or have first/second/third/fourth-hand knowledge about the situation.

Doubtful.
1) He was a monorail mechanic, not a ditch-digger.
2) The tools were left at his workplace.
3) Whoever was impersonating him via text message told his co-workers they could keep his tools, so why would someone then pick them up?

NamUs says "Unknown or Completely Bald." I don't know much about decomposition, but I wonder if maybe the UID's scalp rotted enough that that portion of her skin became detached in the water and separated from the body. If that's the case, investigators wouldn't be able to tell hair color...

It looks to me like someone ran that tattoo image through a bunch of crappy photo filters to make it 'less graphic' or something. And the result is an image that's muuuuuuch harder to discern.
