The more I read about this area, the people, the back hills, I am reminded of the tv series JUSTIFIED, in which the plot centered around a family's lucrative pot operation up in the hills (Kentucky) and their relative U.S. Marshall Raylan Givens working in law enforcement...

Seems like a lot of family members got pulled over frequently for not wearing seatbelts... a "probable cause" for a police officer to pull over and inspect a vehicle. Sounds to me like law enforcement was aware of their "business" and was looking to find something to bust them on (trafficking?)...
