I initially had a hard time finding the street on Google Maps, as it is not shown on the map, perhaps because it is new. However, if you go to Torquay Drive halfway between Llandaff Place and Kenmore Rd., and go into Street View, you can see the cul-de-sac if you face east.

That is unfortunate that there seems to have been little physical evidence at the scene to help solve the case (perhaps that is typical of a hit-and-run), and therefore that the police have to depend on someone telling them something.

I know the police said they have turned to that possibility because they can't find any motive, but it would seem strange for a group of well-organized killers, who have planned all these other details for months in advance, to get the identity of their target wrong!
