I initially had a hard time finding the street on Google Maps, as it is not shown on the map, perhaps because it is new. However, if you go to Torquay Drive halfway between Llandaff Place and Kenmore Rd., and go into Street View, you can see the cul-de-sac if you face east.
That is unfortunate that there seems to have been little physical evidence at the scene to help solve the case (perhaps that is typical of a hit-and-run), and therefore that the police have to depend on someone telling them something.
If you go to Google News Archive and search under Laura's name, there are several articles on the case from the Cedar Rapids - Iowa City Gazette. The results said they were pay-for-view - but when I clicked on the links the articles showed up freely.

Interesting point about her hearing. I am just wondering... if she is so hard of hearing that she had to read the lips of reporters to understand their questions, would that degree of hearing impairment prevent you from getting a driver's license?
