A bullet proof vest would have the opposite effect and smooth out a pronounced chest. I need to look at the video again but not sure I was convinced of seeing that bump from other angles. Wearing a vest would explain walking with your arms further out from your body like seen in the video.

Could be wearing body armor under the jacket. Would explain the stiffness of upper body and strange walk.
