Well it is a really large lake with parts of it in 4 counties (Collin, Dallas, Rockwall and Kaufman counties). I read somewhere that the city of Dallas owns the lake though for water supply and parks/recreation so they have jurisdiction over it. Not sure it that's true. The Rockwall Harbor part...
