I enterd all the letters used into and excel spread sheet and calculated the % of usage.. it is a match for the english language expecially in terms of the letters that do not appear in the notes at all.. seems to be a type of personal shorthand.-

I found it quite hard to decipher the original images the FBI provided.. So I pulled them into Photoshop converted them to Grey-scale and ran them through a Genuine Fractals routine and mathematically increase the resolution by 700% without losing any image quality, then I filtered them 3 times...
