It was stated that his coworkers joked with him about looking like the suspect, so if he brings in a bag and tells them specifically NOT to look in it, or wait until he was gone, it's not surprising that someone would indeed look in the bag.

I believe LE has already dismissed that--as well as the "terrorist" motive.
I believe he does it because he enjoys the atmosphere of anxiety he has created. The question is WHAT made him snap?

I agree. An eyewitness placing him on the trails that day, plus his DNA at the crime scene, is not only enough to bring charges, but most likely enough to get a conviction also. I don't think DN is the guy...BG has always looked older to me.
When I first saw DN's mugshot (one of them), I thought he had a resemblance to the sketch. But, like you, everytime I have seen the photo of BG, he has always looked like an "older" guy to me.
As time passes, it seems to me DN is not the guy, surely LE would've had a DNA match by now...or...
