The answer is simple. He's on parole from Utah for murder. He got arrested in Indiana for assault and failure to yield (not minor crimes, but not major felonies either). Prosecutor asked Utah if they wanted him back for the parole violation. They declined. Its utah's parole violation, not...- RomanDad
