You are having a difficult time because Richard isn't in NamUs. Unfortunately, law enforcement doesn't seem to think he needs to be in the database. It is extremely maddening to say the least.

We aren't sure. The way it is worded by LE is vague and confusing. She could have been there the whole time for all we know.

I don't have access to the case files however, to my knowledge, law enforcement never spoke to him. I am not aware of any interviews with the restaurant staff nor am I aware of any ground searches (besides the ones I did). Barb's disappearance was treated as if she was a runaway for years.
