Off the wall thinking here but any chance as he was walking by Abby he pushed her off the bridge cause he was really after Liberty and when she saw that she recorded him coming after her and he then told her "down the hill" so he could recover and move Abby before doing whatever he had planned...

I also think the fanny pack is a hand gun holder. I have one similar when I go hunting. That hat to me looks like a bomber hat which goes over the ears to keep you warm. I would post a pic but first time poster and don't see the option to upload a photo.

Looks like he's wearing a bomber hat to me. Not sure if that's been mentioned or not.
