It seems we almost never hear about charges being brought against parents/gardians that allow/arrange access to their children. It's just too much!

Without identifying the children or giving out confidential information, how did they get the type of access to these children that allowed them to drug them, harm them, and then (?) return them over the year or so that they have now been known to have done this? Some of these children are so...
