I believe the DNA will solve a lot of the mystery here.it is so versatile. Not only can it identify who a person was, but it can identify relationships. I mean mitochondrial dna can stay the same for centuries. So i think of there is a living or dead relative out there in some database...
It may be hard to track that kind of abuse unless they can trace it in bones. Since the toddler was completely decomposed when recovered, the only way to trace it would be in the marrow. I am not sure if this could be done .
