Is CD still repped by the same attorney as BR? If so, I think that may put to bed the BR theory as CD's attorney almost certainly can't tell his client to turn on BR without creating a massive conflict of interest.

I agree, this DA is solid, but an insanity defense would be a long shot. Insanity in the criminal law context really means you don't know the difference between right and wrong. Yet this guy killed people and immediately covered it up (i.e. he knew he did something quite wrong).
TBH I think the tip-line is just a resources issue. It's not often Bucks County LE has a case anywhere near this size and I bet everyone local involved from the cops to the DAs office is likely either out at the crime site(s) or out of the office (courts dates, patrols, etc). I reckon the FBI...
I get the vibe this guy had delusions of grandeur (perhaps not in the medical sense) and fancied himself a Scarface type tough guy. Maybe he had pressured certain of the victim(s) to sell for him, fronted them weed, they had trouble selling it (b/c they didn't fancy themselves dealers)...
