I think Nicola is referring to the "find my phone" type function - she could check this if she had the password, otherwise i'm not sure how anybody would be able to check the separate app settings without the phone.
I might have missed this, but are we sure GPS was turned off? The "find my phone" (Microsoft equivalent) was turned off but that is not the same thing as allowing apps to use your GPS (that's certainly the case with iPhones - does anybody have a Lumia to check?).
I posted something similar after watching the CCTV in slow motion; it does'nt appear that he originally intended to go straight to that area, although perhaps the person he was meeting (if indeed he was) parked up there rather than in the street to be less conspicuous.
