This is where things get tricky. How do you enforce someone to take their medication? You know without it they will fall into another mental crisis. If we could just figure out how this can be done without infringing on people's rights etc we could solve a lot of these situations. Most times...

So are you thinking that the duffle bag was sent to DR from Toronto empty and then filled with drugs for return to Toronto? Never thought of that. I do agree it could be airport workers involved.
