Ya, I remember but couldn't remember anything specific about where he lived or what he was doing from 1973 (13 yrs old) to 1992 ( 32 years old is when he skipped bail and wasn't arrested until 7 years later) except for the short time at university where he left due to a breakdown.

I believe he was 32 or 33 when arrested for cooking meth and 39 when they caught him again. So that still doesn't say where he was as a teen or early 20's right ?

Do we even know what area the POI lived in his teen/early 20's ?
