5 Charged After 2-Year-Old, Several Dogs Found Caged in Kentucky Home

CARROLLTON, Ky. (WDKY) — Five people are now facing charges after a 2-year-old boy and several dogs were found in cages in a northern Kentucky home earlier this week.

Police in Carrollton, located on the Kentucky-Indiana border about 52 miles northeast of Louisville, said they received a tip about a child being held in a caged area on Monday.

At the scene, authorities said a 2-year-old boy was found without clothes and locked in a wooden and metal cage that was secured with a padlock.

On November 4, 2024, Detective Roberts, working from a prior tip from the community of a child possible being held in a caged area responded to 706 7th street in Carrollton. Upon arrival, Detective Roberts and Sgt. Taylor located a male child, unclothed and under the age of 3 that was locked behind a wooden and metal enclosure that was secured with a padlock.

Detective Roberts, Sgt Taylor, Chief Willhoite, Assistant Chief Dews and Sgt. Dews secured the scene and executed a search warrant on the property.

Following a preliminary investigation two children were removed from the home by the Cabinet for Health and Family Services and the following were arrested and lodged in The Carroll County Detention Center. Detective Roberts will continue the ongoing investigation.

3. Codey Johnson 29 of Carrollton. Criminal Abuse 1st and Wanton Endangerment 1st.
4. Tammy Simmons 52 of Carrollton. Criminal Abuse 1st and Wanton Endangerment 1st.
5. Shelby Turocy 28 of Ghent. Criminal Abuse 1st, Wanton Endangerment 1st, Possession of Methamphetamine, Possession of drug paraphernalia and Possession of Marijuana.

"Charges of first-degree criminal abuse and first-degree wanton endangerment were filed against Brenda Chilton, 71; William Mahoney, 72; Codey Johnson, 29 of Carrollton; and Tammy Simmons, 52, all of Carrollton.

Shelby Turocy, 28, of Ghent was charged with first-degree criminal abuse, first-degree wanton endangerment, possession of methamphetamine, possession of drug paraphernalia, and possession of marijuana."
