I don't know what email tip line he utilized or what info they may have requested for tips given. He may have been trying to make it hard for LE to decipher who he was without flat out lying or the tip line may have asked for his name and address and that is why he just put Rick Allen and his street name.
Here are a couple of the first articles posted on 2/15/17. Only phone numbers were provided to call in tips. I suppose it’s possible he could have clicked an email link icon in an article to report via email. But I’m betting he phoned it in.

The lead sheet is dated February 16, 2017 and the Contact method says Email.

On October 13, 2022 RA told Mullin and Liggett,
"I got home from work and my wife said, you know, they want to talk, 'cause I obviously told her that I was out there, and uh, she said they want to talk to anybody that was down there that may have any information. I don't have much, but I obviously will go down. So, we went down to the Sheriff's station, and uh, I don't remember who it was, came out and talked to me and said that he would get my name and information."

RA says we (KA and he) went down to the Sheriff's station. Yet KA never mentioned this in her 10/13/22 interview.

Based on Rozzi's question to Dulin at trial, RA must have said at some point that he called in his tip.

So there appears to be three different versions or at the very least two.

Oh, Ricky.

You know what else Ricky telegraphed? (Besides identifying the search area as a crime scene it's best to stay out of -- before anyone know a crime had been committed.) He knew when it was committed.

Remember -- it is only because of Libby's phone -- and Libby and Abby's unspoken teamwork in keeping it hidden from Ricky -- that LE knew Ricky wasn't on the bridge at 2:07. Was on the bridge at 2:13. Overtook the girls at 2:14 forcing them DTH. And that 2:32 Abby and the phone ceased all movement.

But Ricky didn't know that.

So as far as HE knew, no one knew when they were abducted ....

So he probably felt pretty good about the time frame he gave LE.

And if not for the cellphone data and the girls' bravery, no one would necessarily have known what time they were murdered, not precisely.

Thinking he was smart, Ricky self-reported, as if he was never saw the girls, was long gone before they were murdered. As if.

No wonder he tried to rewrite his own tip, switching up his times.

He must never have dreamed in a million years LE would think the girls were murdered at 3:30.

Each witness played a key role in tightening the timeline, especially Abby and Libby, but also Ricky himself.

His car at 1:30.... on the bridge, as far as the platform, which BB confirmed, and still there, when BW returned home.

Nobody put Ricky on the bridge better than Ricky himself.

"You told me you didn't go on the bridge."

Yeah, welp, turns out he did. Asking a liar a question and expecting the truth is like putting your hand in the snake's mouth and asking it not to bite you again.

And if he lied about that....

Yep. Early on, he didn't know that the phone recorded their abduction, tracked their steps, their idle time, their elevation changes, etc. He didn't know that the phone showed that it ceased all movement at 2:32 p.m. The only time he had to avoid being there was 4:00 p.m. when Sarah Carbaugh saw him walking on 300 N. The first time he gave on 02/16 was between 1 and 3 p.m. On 02/18 he adjusted the time to 1:30 to 3:30 p.m. probably in case the group of girls identified him as arriving at 1:30 p.m.

However, in October 2020 (two years before he talked to LE again in October 2022) RA's Google search history showed he was looking at an ABC news go article titled, "Epitome of Evil", about the murders.

In this article there is a picture shown of Abby walking on High Bridge with a time stamp of 2:07 p.m. displayed right on the picture. So later when questioned again, RA knew what timeframe to avoid. I believe this is why he changed the time of when he arrived and when he left, saying he arrived around noon and left around 1:30 p.m. that day.

It's weird that she would even try to deny it when she later states that RA had told her that he had talked to an officer and they got information from his phone.

The long black hair...
KA must not realize that she is confirming that RA saw a witness (RV) that saw Bridge Guy entering the trails minutes after RA's vehicle is seen heading towards the CPS building.

Can you post the other times KA talked about those three girls in this transcript?
I recall that she said something like it didn't seem like he just passed them. Thanks.

If two children went missing in an area that we all three had been at, (at the same time) and the very next day they are found murdered in that same area, then I am going to remember specific details of both days.

If I knew that the killer hadn't been caught yet, I would be inclined to keep the phone that I said I was using in the area that day, especially knowing that LE took identifying numbers off of my phone while investigating the murder of those two children.

RA was obviously playing dumb. He knew exactly where he parked that day. Although he gave the (CPS) building as an option, he didn't want to commit to having had parked there because he knew that LE believed that that is where the killer parked that day.
I can guarantee you that he remembers every minute and every detail of that day forever.

I would say that that sounds like the most accurate in light of all of the information that we have available right now.

Also, there were people (even some that had walked the trails that day and testified at RA's trial) that called LE very early on and it took LE a few days (sometimes a couple of weeks) before someone got back to them to interview them about what they observed that day.

Was RA indirectly blaming the "weird" girls for the murders, of course without revealing himself? Did he think, when his wife would learn of the murders, she would suspect the "weird/odd" girls, one even with "black" hair (like a witch??) and would tell others? Then the first distraction would already be in place; how convenient for him, the evil double murderer.

RA obviously lied to KA about that.

Those girls would have been exiting the trials around 1:30 - 1:35 p.m. after they took a picture at 1:26 p.m. at a bench near the trail intersection.
RA would have been entering the trails around 1:30 - 1:35 p.m. after having parked at the CPS building around 1:28 p.m.

RA told LE on 10/13/22 that he believed that those girls were leaving the trails as he was entering them.

The juvenile girls thought he was creepy.

He was unsettling to Abby and Libby. It's obvious to me, by Abby's instant anxiety -- is he behind me? -- that they'd encountered him previously, probably as he let them pass by him so he could trap them from behind.

We will never know what it was but it was something. The way he looked at them. Whatever he may have said. Whatever he didn't say. Maybe like with the cluster of girls, he simply didn't return a simple greeting.

There was something creepy, ominous, off-putting, offensive about him. A dark odor.

The juveniles weren't weird. They were right. Something was off about him.

Which is why Libby started recording IMO. To document it. But you can almost feel the moment the terror began to creep in. Didn't know who he was, didn't know what he wanted, didn't know if they were going to be in trouble, for crossing the bridge, for trespassing... and the growing awareness of how utterly vulnerable they were...

So impossibly unfair.

I also think that, if these girls were to report that "we saw a creepy guy," he is already laying the groundwork with KA that THE GIRLS are the weird ones, their judgment about him can't be trusted, maybe they are the suspicious ones for all he knows. I'm sure at this point his brain was scrambling to try to lay blame elsewhere, whether the story fully made sense or not.

The oldest of the girls may have been slightly more protective of the two younger girls when they saw him. Maybe they thought he was weird - which he was. He wasn't dressed for the weather, and he had a holstered gun under his coat. He was a predator looking for easy victims. He had been drinking.

He probably knew that children were off school, and he knew from his daughter and her friends that teens go to the trails.

Agree.
I do think every female at the trails that day, no matter their age, was at risk. He was looking for any female he could isolate, and that group was too big.
My thought has always been he followed Betsy Blair back up the trail hoping to find an opportunity to accost her. When he saw the girls, though, heading toward the High Bridge, he changed his mind and went after them.

This was before Libby's video was released. I think he was implying that the "weird" girl with black hair murdered the two younger girls she was with.

That tracks. Also, he may have recognized RV. RV testified that she went to the trails all of the time by herself. RA said he sometimes went to the trails twice a week. Did RA possibly have RV in mind as a potential victim and realized his opportunity with her was gone when he saw her with a group leaving the trails?
