Almost kidnapped

In summer of 1984 or 85 an attempted kidnapping happened to me. I was probably 4 years old. It was down the street from my home. I grew up on church street in Plymouth,PA. My older sister and I were on our big wheels and a guy tried pulling me in his truck and my sister stomped on his foot and it made him let go. We rushed about 40yards to our house . My dad was sitting on the porch and while telling him what happened the guy drove by and beeped. My father didn’t know who it was. My parents never called the cops. They say well it was different in the 80s, which it was. If I saw a picture of him today of what he looked like then I can pick him out. I remember the blue bronco or truck with cab on back. In the last few years I recently think about the man who attempted this. I wonder if this guy attempted this again on others and if he was ever arrested for anything. Or did he never attempt something like this again. I don’t know if I’m asking for help and if so what kind.
