How did you come across this article about this poor child?

I had not heard of the Pueblo disaster until your post. Perhaps her whole family was lost.

“According to a Chieftain article commemorating the flood’s 90th anniversary, the toll in human life and misery was much higher. Estimates vary, but a report compiled by the U.S. Reclamation Service and published within six weeks of the flood, lists 120 known deaths, 49 known missing people, and 93 unaccounted for. The remains of corpses turned up downstream for several years.”

IMHO she would not end up in the Arkansas River at Little Rock from the Mississippi. Both rivers flow south here toward the Gulf of Mexico, confluence is roughly 90 miles southeast of Little Rock using Google Maps.

If she is a victim of the Colorado disaster, her body traveled a long way. Again using Google Maps, about 900 road miles. But, rivers take their own course, generally.

Today, the Arkansas River has multiple dams & reservoirs.

In regard to the identity of JAne Doe
It is alleged that body of a Jane Doe found June 14, 1921 in the Arkansas river was 12 year old Pearl Davis of Oklahoma missing May 29,1921

However she was found alive in Oklahoma City 06/05/1921

However there is a not proven canidate for Jane Doe identity:
On May 29,1921 Minnie Wilson age 16 Boynton Oklahoma drowned while swimming in the Arkansas River
