The doctors who examined Thomas Michael Bates in November 2003 disagreed on whether he was mentally competent to stand trial on charges of assaulting a corrections officer, but they agreed on one thing: He was not dangerous.

Three months later, Bates, 27, was arrested in the fatal stabbing of his 15-year-old cousin, Richard "Baby Boy" Valadez.
