I jet-skied once in Grand Cayman. I was on a snorkel tour with tour guides. Luckily I had the guides with me because it was very difficult for me to hoist my body up onto the jet ski once we were done snorkeling. We were in about 10 feet of water and I just couldn't pull myself back up on it. I'm thinking that these two may have fallen off the jet ski and tried to get back up and were unable to? Just a thought, since I never jet-skied before and maybe they were also not experienced. Prayers to the families, such a sad story.

Yes, it could very well have happened that way.
In fact, it just happened last weekend to a person off Tybee Island near Savannah GA. So sad.
